Snapping a print area rectangle to the page margin should print at 100%.
The application seems to know about specific margins and how they change depending on printer, paper size and orientation in Page Setup. If Print Area command can not snap this way, then design the Sheet corners to be snap-able and let the Print Area rectangle snap to that... as long as margins print at 100%
